Introduction of Distance-Based Truck Toll in the Netherlands

From 1 July 2026, the Netherlands will introduce a new distance-based truck toll for heavy goods vehicles.

This system will replace the current Eurovignette and marks a structural change in the way road transport is charged within the country. The new toll will apply to trucks over 3.5 tonnes, including both Dutch and foreign-registered vehicles. Charges will be calculated per kilometre driven on most Dutch motorways and selected provincial and municipal main roads.

How the new system works

The toll rate will depend on two key factors:

  • The weight of the vehicle
  • The CO₂ emission class

Lighter and cleaner vehicles will benefit from lower tariffs, supporting the transition toward more sustainable road transport. Current provisional indications suggest an average rate of approximately €0.20 per kilometre, although final 2026 rates will be confirmed by the Dutch authorities.

To comply with the system, vehicles must be equipped with an on-board unit (OBU) that registers the kilometres driven on the toll network. For international operators, an EETS-compatible device is recommended to ensure seamless toll processing across borders.

Impact on the transport sector

With the introduction of this toll, the Eurovignette will be abolished in the Netherlands. The new structure aligns the Dutch system more closely with distance-based toll models already in place in neighbouring European countries.

As road transport costs will be calculated per kilometre, this regulatory change is expected to influence logistics cost models across the industry.

What this means for WEC Lines customers

In line with this development, WEC Lines will introduce a road tax additional on top of the haulage base rate from 1 July 2026.
